These driving licences  are not valid for driving in Portugal. You can apply to  exchange your licence for one issued by IMT  but you will have to meet   the exchange requirements and  pass a theoretical and practical driving test for each vehicle category you wish to hold.
 
What do I need to do to exchange my driving licence?
Start by asking your doctor for a medical exam.  After the exam, the doctor will issue a medical certificate and send it electronically to IMT via our medical certificate platform. You can then:
• A medical exam and the physician has to issue a medical certificate and made it available in the electronic medical certificate
  platform 
• A psychological assessment, if you intend to exchange categories for driving heavy vehicles 
• Acess here, fill out and submit with the following documents: 
  o Your residence permit
  o ​Certificate of tax residence (issued through the Portal das Finanças). If the residence permit does not include your address please
     include it below
  o ​​If your resident permit does not include biometric data (photograph and signature), you must provide your passport   
  o ​Certificate of authenticity of the driving license, issued by the issuing entity or consular servisse, indicating the categories obtained           by examination (and what type of test) and the categories obtained by equivalence 
  o Your valid driving licence
  o A certified translation of your driving licence, if the content is in any language other than Portuguese, French, English or
     Spanish.  The certification must be carried out  by the Portuguese Consulate or the consular services of another member 
     state in the respective country of origin
  o A psychological assessment certificate if you are applying for vehicle categories C, D and/or E

You may provide an alternative address for your driving license to be mailed to you.

After submitting the request, you must wait for communication from the services with an indication to go to the IMT service desk.

In order to take the theoretical test and the practical test of the exam, an additional 30 Euros will be charged per test, as provided for in Ordinance no. 1165/2010 of november 9th.

If you pass both (theoretical and practical exams), the driving license will be issued or the remaining tests are scheduled, in case you want to register more categories on the driving license.

Note: Upon submission of the request to Exchange a Portuguese driver’s license for a Portuguese, in accordance with Order No. 12870-C/2021, of 31 December, it is accepted the expressions of interest, issued until 31.12.2021. However, please note that the completion of the exchange request is subject to the presentation of proof of residence in national territory.
